Ogden cold case murder finally solved nearly 30 years later

Ogden police say a 1997 cold case murder of Richard Billmayer has been solved after a suspect, Richard Annis, confessed while incarcerated in Iowa for an unrelated homicide, following renewed investigation aided by the Cold Case Coalition.
